Archbishop Gallagher Says Every War Is a Moral and Human Failure in Call for Peace in Ukraine
Archbishop Paul Gallagher has urged the international community to renew its commitment to a just and lasting peace in Ukraine, describing war as a profound moral and human failure. Speaking at a reinforced meeting of the Organization for Security and Cooperation in Europe Permanent Council, the Vatican Secretary for Relations with States and International Organizations called for concrete diplomatic action on the fourth anniversary of Russia’s full scale invasion of Ukraine.
Addressing representatives gathered for the session in Vienna, Archbishop Gallagher stressed that political leaders carry a grave responsibility in moments of conflict. He said those entrusted with public authority must show courage by opening and sustaining sincere and inclusive diplomatic channels. According to him, goodwill must be translated into practical and verifiable steps capable of building durable peace.
The Archbishop emphasized that immediate humanitarian pauses are essential to alleviate civilian suffering. He noted that pauses alone are not sufficient, but must be accompanied by sustained diplomatic engagement aimed at establishing arrangements that are credible and lasting. Dialogue, he said, must be grounded in honesty and in the faithful fulfilment of commitments made at the negotiating table.
In his remarks, Archbishop Gallagher underlined the potential role of the Organization for Security and Cooperation in Europe in facilitating dialogue and rebuilding trust. He suggested that the institution can help create the conditions necessary for restoring security and stability across the region. The Holy See, he added, stands ready to support any genuine diplomatic initiative that places the human person and the relief of suffering at its center.
Echoing concerns previously expressed by Pope Leo XIV, the Archbishop also highlighted the importance of respecting international humanitarian law. He insisted that such law cannot be applied selectively or subordinated to military strategy. The protection of civilians, prisoners, and essential infrastructure must remain a priority regardless of the circumstances of war.
He warned that ignoring humanitarian principles deepens wounds and complicates future reconstruction efforts. For the Holy See, respect for human life and dignity is not a political calculation but a moral imperative. The Archbishop reiterated that peace requires more than the absence of fighting. It demands a sincere search for justice, accountability, and reconciliation.
Throughout his address, Archbishop Gallagher returned to the conviction that every war represents a moral and human failure. The statement reflected a broader Vatican position that conflict ultimately reveals the limits of violence as a solution to disputes. He called on all parties involved to act with urgency and compassion, placing the needs of civilians above strategic interests.
As the conflict in Ukraine continues to shape European security and global stability, the Holy See’s diplomatic appeal signals its continued engagement in international efforts aimed at ending hostilities and promoting dialogue rooted in respect for human dignity.
